Current Design Progress
Building on the 2021 Vision Plan, Recreation & Parks and its partners confirmed feasibility during Schematic Design and are now midway through Design Development — refining the design to make it practical, affordable, and ready for construction.
The plan balances new recreation areas and public amenities with the lake’s historic dam and drinking-water systems. Most improvements are focused on the north and west sides of the lake, where visitors already gather at key park destinations.
The new design restores the lake’s natural shoreline, improves walking and biking access, and introduces new places for recreation, community programs, and restored ecosystems. After more than 150 years as a fenced-off reservoir, Druid Lake is ready to become a welcoming public waterfront and a vital centerpiece of Druid Hill Park.
As design continues, community feedback remains essential. Input gathered during Design Development and into Construction Documents will guide priorities for future phases.
Project Phasing
Transforming a major public park takes time and significant investment. To match available funding and ensure long-term success, the project will be built in several phases.
Phase 1 will focus on the most essential public elements — access, recreation, and ecological restoration. This includes rocky shorelines, shaded seating areas, the lakefront promenade, Cascade Bridge, Eutaw Plaza, and flexible spaces for events and performances. It will also daylight portions of the historic stream, add wetland and shoreline plantings, and create a plaza that can host temporary water-based programs like swimming and boating.
Phase 2 will add signature architectural features such as the Boathouse and Café buildings, as well as bridges to new lake islands.
Future phases may include additional improvements: a fishing pier, an educational building for outdoor learning, more tree planting along the lake, and better neighborhood entrances, including a connection at Linden Avenue.
Each phase will build toward a complete park system that is both beautiful and functional — a lasting civic landscape for Baltimore.

Lakeside Programming
Druid Lake has long been loved by nearby neighborhoods and the wider city. The new design expands what people can do along the shoreline — from quiet walks and picnics to large public events.
Community feedback inspired spaces for swimming, boating, festivals, nature exploration, and food and beverage options that make the lake a year-round destination. These additions will bring new life to the water’s edge while celebrating Baltimore’s culture and creativity.
Welcoming Access
When Druid Park Lake Drive was built decades ago, it cut through the park and made it harder for nearby residents to reach the lake. Many of these neighborhoods — including historically Black and Jewish communities — lost their safe, direct access to this major public space.
The project aims to repair these broken connections. The design includes safer, more welcoming crossings across Druid Park Lake Drive, such as a new Eutaw Street Plaza, wider sidewalks, and improved trail links to the historic Madison Gateway at Swann Drive.
These changes respond to both community priorities and the city’s goals for equitable access, ensuring Druid Lake is open and inviting to everyone.
Healthy Ecosystems
For most of its history, Druid Lake served as a closed drinking-water reservoir. The redesign transforms it into a living ecosystem where nature and recreation coexist.
Restored wetlands, forests, and meadows will filter stormwater, support wildlife, and create beautiful places to relax by the water. Visitors will find new trails, seating areas, and safe points for on-water activities such as boating and swimming.
Reconnecting the lake to its historic stream valley will help manage runoff naturally, improve water quality, and make the park more resilient to climate change.
