2021 Vision Plan

The Druid Lake Vision Plan, launched by Baltimore City Rec & Parks in 2021, reimagines the city’s historic reservoir as a vibrant public and ecological destination following the relocation of drinking water into underground tanks. Developed through a 10-month, community-driven process, the plan reflects residents’ priorities for reclaiming the shoreline, adding new recreational and cultural programs, restoring gateways long cut off by highways, and strengthening neighborhood connections. The resulting framework proposes trails, a boathouse, a protected swimming cove, outdoor education spaces, food and cultural venues, and new habitats, all organized into a phased, feasible plan. Grounded in community input and the Park’s historic legacy, the Vision Plan provides the foundation for Druid Lake’s transformation into a resilient and welcoming civic landmark for generations to come.
